Telegram is using the camera or microphone in the background

If the system says the camera or microphone is being used in the background, first check whether there is an ongoing call, live stream, recording, or another unfinished media session.

If you do not need those capabilities, temporarily disable camera or microphone permissions in system settings and test again.
