Why not make all chats secret?

Regular cloud chats and secret chats serve different needs. Regular chats prioritize multi-device sync, recoverable history, and convenience; secret chats prioritize end-to-end encryption and device-local storage.

If every chat were turned into a secret chat, Telegram would lose much of its cross-device user experience.
