Can I use my own server?

If you mean building a fully self-hosted replacement for Telegram's official server system, the answer is usually no.

If you are building services on top of Telegram's public APIs, bot interfaces, or proxy capabilities, then you can of course use your own backend to integrate with the Telegram ecosystem.
